The scouting movement began in Lebanon and Syria in 1912 and then in Palestine, Egypt and Iraq ...

The Scouts of Syria called on the leaders of the Arab Scouting Movement to participate in a camp held in Bloudan, Syria, in 1938, in order to reunite the Arab youth and gather their word and close the link between the largest possible number of Scouts, believing that the Arabs are one nation. It was not the first Arab scout meeting easy ... as the Arab nation was going through harsh conditions at that time.
In the 14th Arab Scout Conference in Lichtenstein in 1953, the Scouts of Syria expressed their readiness to organize the eighth World Scout camp in 1955, but the Israeli delegation objected to this under the pretext that it could not enter the Arab countries.
Some States sympathetic to Israel supported this objection. The Arab delegations felt that they could not organize such international camps. They began seriously and enthusiastically to prepare a regulation enabling the establishment of a scout camp for the Arab countries. In March 1954, a list was prepared for the Council of the League of Arab States. Arab Scouts.

The first conference was held in Zabadani (Syria) in the summer of 1954, in which the Arab Scout Committee was formed. The second conference was held in Abu Bakir, Egypt in the summer of 1956, during which the Arab Scout Committee was reconstituted and the Arab Scout Bureau was established.

A non-political voluntary educational organization composed of the Arab scout bodies committed to the goals, principles and method of scouting movement and representative of the scouts in their country.

Scouting is a global youth movement with over 40 million members worldwide, of which 284 000 are registered members of the Arab Region. There role of the Arab Region is to support all the 5 million (registered and unregistered) members of its National Scout Organizations (NSOs).

All Scouts are members of National Scout Organizations (NSOs). The role of the NSO is to support and develop Scouting in that particular country, and facilitate contacts with other NSOs and the World Organization.

The Arab Region is constitutionally governed by the Regional Scout Committee, which is elected by the Regional Scout Conference. The conference takes place every three years.

Regional Conference

The Regional Conference is the governing body of the Region. Each National Scout Organization can send a maximum of 6 delegates. NSOs can also appoint observers to take part in the Conference.

In conjunction to the Conference, a Regional Scout Youth Forum takes place. The aim of the Youth Forum is to increase youth participation in decision-making processes of the organisation.

Regional Committee

The Regional Committee is made up of 9 members, 7 of them elected for a 6-year term by the Regional Conference. All Committee Members are from different countries. The Committee also includes the Regional Director and a treasurer as ex-officio members.

Youth Forum Organizing Committee

The Regional Scout Youth Forum elects 6 members for a three-year term, they are the "Organizing Committee for the next Youth Forum". The chairman of the Youth Forum Organizing Committee takes part in the meetings of the Regional Scout Committee. They must be aged 18-26 when elected and all represent different countries.

Regional Scout/Triennial Plan

Based on the Resolutions adopted at the Regional Conference, the Regional Committee and the Regional Office put together a Triennial Plan/Regional Scout Plan.
