Tamkeen Development Foundation (TDF) aims to promote development based on human rights. TDF conducts research and capacity building on a range of issues surrounding political participation and seeks to increase the understanding of a rights-based and participatory approach to development among the Yemeni human rights movement, civil society organizations, and the Yemeni population more broadly. The organization prides itself on its on-the-ground contacts, drawing on a strong network of civil society organizations, activists, researchers, and local and national government contacts across all major Yemeni cities.

Empowering an independent, non-profit, non-governmental organization to promote human rights-based development, seek to develop human rights organizations' attitudes and activities, and promote awareness of the concepts of the development process within the principles of equality, justice, democracy and practice.
Tamkeen was officially established in 2009 with the license No. 244, which includes a number of young activists and Arab experts.

Program of Development and Human Rights
Human rights-based development is an approach based on the human dimension of development in order to enshrine rights in the balance between the demand for rights and the fulfillment of obligations. This approach is based on participation, empowerment and change in social, political, legal and institutional frameworks. The program was designed to promote the universal values ​​of human rights in the development process.

Youth Development Program
Youth represent a large proportion of the population in the Arab region and at the local levels of the Arab countries. Young people have new capabilities, skills and ideas, as well as their ability to influence and change in all areas, but there are few opportunities and no focused approaches to study or address their issues and situations. In addition to the importance of the youth in the use of technology in the social networking process, the program aims to contribute to empowering youth and build their capacities to play an active role in their countries and communities and participate in achieving comprehensive development.
