Our Objective
Through this text, our organization wishes to renew and simplify "the governance of biodiversity policies at national and regional level by bringing together several existing bodies within a consultation body, the Committee on our organization of biodiversity, An expert body, the Conservation Council ".
Our Projects
Title I (Articles 1 to 4) aims to renew the vision of biodiversity and the principles of action that should enable it to be protected and restored. Thus, Article 2 introduces the notion of knowledge of biodiversity, as well as two new principles: the triptych "avoid, reduce, compensate" and ecological solidarity; Article 3 integrates the fight against light nuisance in environmental law.
Title II (Articles 5 to 7) relates to the governance of biodiversity. Article 5 provides, on the one hand, for the creation of a biodiversity committee as a concerted societal body and proposes to create in the law the National Council for Nature Protection (CNPN), currently of regulatory nature, and Make it a scientific and technical body.
Title III (Articles 8 to 17) establishes a biodiversity agency. Article 9 defines its missions, governance and resources. Article 12 transfers staff from current public institutions to the Biodiversity Agency.
Title IV (Articles 18-26) deals with access to genetic resources and associated traditional knowledge and the fair and equitable sharing of benefits arising from their use. Article 18 establishes a mechanism regulating access to and sharing of genetic resources; Article 23 inserts a mechanism for access and sharing in the public health code for microbiological (pathogenic) resources.
Title V (Articles 27-68) entitled Natural Spaces and Protection of Species is divided into seven chapters.
