The establishment of the Journalists Syndicate was hoped to be achieved on March 31, 1941, after a decades-long struggle. Several attempts were successful with the promulgation of Law No. 10 of 1941 establishing the Union and forming its Provisional Council.

The first general assembly of journalists was held at 3 pm on Friday, 5 December 1941, at the Egyptian Court of Bab El Khalk, which elected the first elective council of the union, consisting of twelve members (six representing the owners of the newspapers and six editors and editors).
