The institution as a project assistant means for businesses (  BEST ) , a joint initiative between UNDP and the United Nations ( ( UNDP ) ) and the Social Fund for Development ( SFD ) aims to support small and medium enterprises through theestablishment of integrated centers to support its business . These centers are based on continuity Resume by offering integrated services in order to create new jobs.

 The aim of these centers to support small and medium enterprises to enable them to deliver products and services of quality andcompetitive and to provide them with theskills and tools needed to find new channels in the domestic and global markets.

On 30.01.2006 it has been declared in six Foundation 2549 number under the 84 Act of 2002 on associations and NGOs, non-profit project to turn into a civil institution or have branches in all provinces (current branches shorter-Minya - Beni Suef - Fayoum and Hawamdia southern Giza).
