A charity association called the Youth Horizons Association was established in Gaza City under the Law of Charitable Associations and NGOs and its Executive Regulations. The name of the association was changed to Al Afaq Development Society by an Extraordinary General Meeting.

Since 2000, Al Afaq has been working  to help the marginalized and vulnerable families specifically in the Zaytoun Region within the Gaza Strip.
